It's complete as in it's a fully functional Fedora install with a certain set of applications available. If you want to install more packages or update the installation, you need to have an overlay configured. I don't know how or if that's possible with the media writer because I use the livecd tools on Fedora. Note that you still won't be able to update the kernel though. You could also use that live USB to make a normal installation onto another USB drive that won't have any of these limitations.
