Themes must be extracted to ~/.themes, that is /home/youruser/.themes

After that they should be available in gnome-tweak-tool.

BTW: Another great site to get themes for Gnome is: https://www.gnome-look.org/

Extensions (you mention those) are something different. Go to https://extensions.gnome.org/ to browse, search, install and administer your extensions.
