I want to setup Fedora 18 under the environment without internet access. I would like to download the necessary packages and perform the update through YUM with package source at local disk/CD/DVD.

IThus I need to first download those packages manually by myself. Is the Fedora Package Database good site for me to search and download the packages in term of license and security concern?

For RHEL 6.4, there is place to download latest packages for RHEL 6.4.

Where can I download latest packages for Fedora 18, e.g.: texlive, net-snmp, etc.

I noticed that there is site of Fedora Package Database (admin.fedoraproject.org/pkgdb). Is it safe to download packages from there in terms of license and security issue?
