Well answering to myself. Workaround was to remove xorg-x11-drv-libinput so that it uses synaptic again. Seems that libinput caused the imprecision for me.

So I'm using Fedora 23 with Gnome and on my UX32A laptop touchpad scroll is way too sensitive. I can't stop scrolling on correct spot when e.g reading .pdf but instead miss the target by a half page because it takes even the smallest touch as a big change. I checked control panel of Gnome but there was only mouse cursor sensitivity. How would I reduce scroll speed and/or add small dead-zone to it so that small movement won't cause scrolling?
