Allowing only one Domain and Printing for a User

Hi, I have recently installed Fedora 20, and have created two user accounts. One of these accounts I would like to have full internet access (this is an administrator account), the other I would like to have access to printers on the home network, and internet access to one (educational) domain only. How can I achieve this?
