SSH fails to pass control characters

Fedora 28 workstation

When I connect to my server using SSH, it doesn't pass control characters such as 'ctrl-c'. This results in being unable to stop runaway processes without opening another terminal window, su to root, and issue a 'kill' command. For example, tail -f <filename> cannot be stopped. Sometimes a typo can lose the command prompt and I have to do the same thing.

This problem seems tio have happened within the last several months on one of the automatic upgrades.

Is this a known problem? What options do I have to cancel runaway or repetative processes?
