How Do I prevent RAID resync on every boot?

For the last two updates of Fedora 27 workstation, every reboot has started the software RAID resync process. mdadm reports "clean, resync" but my workstation is effectively unavailable for about 2 hours while the resync process runs. While it is running, boot takes 8 minutes (used to be fairly fast) and it is nearly impossible to get any application process started. Even incoming mail isn't avaailable because if you can get Evolution open, it just reports "creating mail list" for several minutes at a time.

As you can imagine, this makes my workstation usless and I can't get any work done.

Where is this resync being triggered from, why does it happen on every boot, and how can I prevent it?
