Almost certainly against Apple's TOS. The sysprobs site has some info on it, never tried it myself, but I live in the US, so I'm sure it would be illegal for me to do it.
(Not sure about the policy with links, especially with things that might not be appropriate in some countries, but google dinesh sysprobs virtualbox os x and you should find something)
