I don't have a solution but if you try to open Software from the terminal you might get an error message which would help you diagnose the problem:

$ gnome-software

No error messages. gnome-software appears to behave normally on a fast connection. I'm thinking that maybe the catalog should be cached so that it can load even without an Internet connection; and having catalog reload triggered by a refresh button, software selection or install events, etc. Also, having some code that senses the speed of the connection and reloads the catalog in a way that respects that limitation, while notifying the user of this, seems like a desireable feature. The way things are now, a slow or no connection prevents gnome-software from loading.
