KDE has, in my opinion, been the desktop that most closely matched the Windows look and feel. Here are some screenshots.

The entire KDE suite is included in the fedora repositories and can be installed using your favorite package manager.
Without trying to sound too snarky, gnu/linux is not microsoft. Although there are great measures taken to integrate into a world dominated by microsoft, it's still not microsoft. Microsoft does not, and never has intentions of, sharing their source code. Even still, the gnu/linux community has figured out how to read their filesystem, connect to their networks, use most of their file formats, and run a lot of their programs. GNU/Linux and UNIX systems absolutely dominates the worlds server marketplace to the point that Microsoft servers almost don't even show up on the graph. GNU/linux products are much more stable, are less taxing on computer hardware, are far more secure, and much better documented than Microsoft products ever even aspire to be. If a Microsoft person were to want a web server and have five workstations for application development, they would spend:
That's over $6,000 just on Microsoft products. We still haven't picked an anti-virus robust enough to stand up to the constant hammering a webserver withstands. And the crap will STILL crash, lockup, develop unexplained bugs, and so forth.
According to glassdoor.com, the average salary for a microsoft software development engineer is $90,000 a year. That's $1,730 a week.
The same software with GNU/linux will cost you $0.00. However, THIS software won't need anti-virus, wont crash, wont lockup, wont develop strange bugs just from being turned on. It has the added benefit that you can communicate directly with the people that made it.
So, if the desktop environment looks a little different, I guess maybe the community hasn't worked hard enough. Unlike the folks that make $1,730 a week to make buggy software, the GNU/linux community makes very stable and secure software for absolutely no pay at all.
