Hi,
I would like to know how I can back up all my system. Including all the settings, themes, programs, files and just everything.
I want to re-install fedora and then, with my backup, I want to restore everything I have had before the installation, including settings, themes, programs, files etc.

How can I do that?

I would also recommend Clonezilla. You can take an image of the disk to either an external drive or scp it to another box all from the boot disk.

You can find Clonezilla here: http://clonezilla.org/

Clonezilla does some compression on the image but with a 25GB data size I would expect 10 to 15 GB (guessing)

Clonezilla/rsync/deja-dup/... There are too many backup solutions out there. Take your pick.
