Greetings, Thanks in advance for all feedback.
While running fedora23 the machine an intel nuc would display at 3840x2160
I upgraded to fedora24 and now max resolution seems to be 1920x1080
Is there a means to configure for 3840x2160 as it was in fedora23?

The machine I would like this for is an Intel NUC the monitor is a Seiki 42"
And I do see the i915 details in the /var/log/Xorg.0.log file and see that it reports supporting the resolution.

Is there a way to hand configure X so it will use this resolution? Can you provide specifics? Or is it a driver issue and even though it reports the details ... the driver will not work (does that make sense?)

I have encountered what I believe to be a similar related problem on Fedora 23 after updating all my packages yesterday. I have a DELL M3800 with two external P2715Q monitors that were both operating at 3840x2160 prior the update. After the update the highest monitor resolution reported by Gnome display settings and xrandr is 1920x1200.
The DELL M3800 has two graphics cards an Intel Integrated Graphics Controller and an NVIDIA Quadro K1100M. I will have a look into the issue, but any help would be greatly appreciated.
Not 'the' fix but a workable option is reported
On boot IF you can get to the boot menu AND you have older kernels available. ...
There were some articles reporting you can use the older kernel and get success.
I would figure there are number of issues with that (libraries in the system as one). You can try to see what you have as an experience and if anything breaks.
