Is there a complete package manager, like synaptic, that I can load to install-reinstall-remove 'all' packages including system packages?

BTW, I've noticed that yumex-dnf will not always tell you if a package you added will remove other packages. For now I'm using yumex-dnf to locate packages their dependencies and extras, then installing via the command line.
PS., I love the Fedora command line. Very mature and absolutely bug-free. It lets you know everything it's going to do. Being new to this distro I've made many mistakes; and the cli has saved me many times.
There's gnome-software (default). In case you need additional software (non-free), wait for fedy and/or postinstallf to be released (hopefully soon).
While experimenting with installing openSUSE to a USB stick, I decided that I wanted to remove the cached packages. One of the mods recommended that I use sudo 'zypper clean -a' to remove them. I believe the equivalent command in Fedora would be sudo 'dnf clean all'. This cleaned all all right. It removed the appstream-database that gnome-software relies on. That hosed my entire install. The next time I get that idea, I'm going to ask for help first; but I think the correct command to use would be sudo 'dnf clean packages'. I believe this will leave the appstream-database alone.
Yumex , not yumex-dnf. You can get it from rpmfind and it stil works like a breeze on F24
