I have used the negativo17 repository before, but I could not get it to work on my Fedora 23 system and could not determine why that was happening. I ended up going with the RPMFusion repositories independently of the negativo17 repository (which requires them anyway, as the repository maintainer notes here: http://negativo17.org/steam/ ).
Just execute:
sudo dnf install http://download1.rpmfusion.org/free/fedora/rpmfusion-free-release-$(rpm -E %fedora).noarch.rpm http://download1.rpmfusion.org/nonfree/fedora/rpmfusion-nonfree-release-$(rpm -E %fedora).noarch.rpm'
And then a simple:
sudo dnf install steam

Steam is in the rpmfusion-nonfree repository, install both free and nonfree and:
dnf install steam
Try running
sudo dnf config-manager --add-repo=http://negativo17.org/repos/fedora-steam.repo
sudo dnf -y install steam
Note that that repository requires the addition of RPMFusion repositories to your system.
