Bluetooth on fedora 23
This is an interesting one I think, I have a Dell Studio XPS 1647 Laptop, I am typing this from a Dell Bluetooth keyboard working on Fedora 23 albeit.

I use the keyboard between different laptops, on this laptop, when I pair the keyboard, I need to boot into windows, pair the keyboard, reboot into Fedora 23 and then it will work seamlessly under Fedora 23 but I can not see the Bluetooth adapter under Fedora 23 or pair the keyboard without going to windows first.
KDE system settings, bluetooth reports no device found though I am using the keyboard to type this????

and paste all the entries that look like keyboards.
