Since its an update, please first try this link to clean up your system. Once done, can you plug in the web cam and post the out put of "lsusb" (I'm assuming it is a USB webcam you are referring to?) and the last few lines of "dmesg" please?
Tired the options you suggested. Still no luck. I checked few things. it works for root account, but does not work for non-root accounts. there were no read, exeute permissions for non-root accounts. i granted that and still same problem.
For non-root users, the error is "no device found"
I don't have a webcam around so I can't check :/ I recommend you first file a bug at RHBZ. Also, have you checked if selinux is causing this? Have a look at sealert.

I tried cleanup option. yet no luck. Here are few more things that I checked. The problem is only for non-root users. Root user has no problems. The permissions on /dev/usb* devices did not have read and execute for all. I gave it. But that did not resolve the problem. The error for non-root users is "no device found"
