Why does Fedora 23 wants to update f22-backgrounds-gnome and f22-backgrounds-base

dnf suggest to update ...

  • f22-backgrounds-gnome
  • f22-backgrounds-base

Why are these packages installed in Fedora 23 and not only their younger brothers f23-backgrounds-*

AFAIK wallpaper packages are being put together for each release and have different files in them. If you don't use them, or no longer wish to use them - you can remove them easily, but automatically removing them would not be nice to those, who are still using them since the first install. On clean install they are not being installed (at least as far I could tell by my install).
