I tried the solus tutorial, a lot of google tutorial but it just doesn't work. Bash says it's installed, but my GDM doesn't recognize as a Desktop Environment.

On the login page, after entering the password, click on the gear button to choose the desktop and press enter.

If you are looking for a GNOME 2 style desktop, Cinnamon is a good choice. dnf install cinnamon

Did you restart GDM (or your computer) after installing budgie?

Does budgie installer create a .desktop file in /usr/share/xsessions/? GDM and other display managers need this to start desktop sessions.

Please have a look at journalctl -b and provide more details, preferably error messages. You wrote "Bash says it's installed", what do you mean with that?
