koji builds get 'error: failed to connect

From a Fedora 23 Linux workstation _behind_a_firewall_, I attempt to use koji to build, and koji replies with an error:

[pjreger@phbppriv07 ~]$ koji build --scratch f24 pwd/hfi1-psm-0.7-225.src.rpm error: failed to connect

Is it possible to have koji use a proxy?

Koji build server is currently down due to a database outage!

It should be working now.

I can still see the problem right now despite http://status.fedoraproject.org/ showing 'All systems go'. What are the steps to diagnose this failure?
