How to properly shutdown OVS?

Hi all,

I am using Fedora 23 and installed OpenVSwitch. I have configured my bridge-interface as following:

Skimming through the logs I realized that the bridge (as well as additional OVS interfaces I have configured) aren't shutdown properly:

The problem seems to be openvswitch-nonetwork.service is shut down before network.service. Any ideas how to fix that?
