How to install tp_smapi in Fedora16 ?

I am not aware of rpm packages for this tool but you may try using this guide to install tp_smapi from source code:

You can use yum search <package-name> and check if package is in fedora repository if yes then use yum install <package-name>. You can also use yum whatprovide </path/to/file> for getting package info. Please look at yum manual page (man yum) for more options.
