I now use BETA Nvidia driver from http://negativo17.org/nvidia-driver/
You have to change SELinux to permissive to use the driver, and it's not 100% stable yet.
Fedora 23 is using X.org 1.18 RC2 and unfortunately nvidia drivers do not support it yet.
They are likely to publish a new driver when 1.18 becomes stable.
In the meantime you have 2 options:
Nvidia drivers for Linux should be at version 352.63 at this moment and this version has support for Xorg 1.18, or at least it should have because I use them and everything works fine. ;-)

Are you getting this error while trying to install driver via their script? If so, have you tried booting into single user mode and then running that script? I've had some issues with running script while xorg was running and worked around it that way.
There is currently no nvidia support for F23 till nvidia.com update their driver for Xorg server 1.18

I ran into the same issue. Even after downgrading to xorg 1.17, I still was not able to install because I had assumed that RPM Fusion would have drivers. Not the case. However, this article helped me install the Nvidia driver on F23 and it now works like a charm:

OK, there is an official xorg 1.18 now, has nvidia released the driver yet? (They've had a whole day :-).
... and according to NVIDIA, there is no Xorg server 1.18 yet. The Xorg server that shipped with Fedora 23 is beta software. Driver support won't be forthcoming until Xorg makes an official release.
I have the very same issue. I'm using a Dell XPS 1530 with the GeForce 8600M GT card. Nvidia released the 340.96 driver for that card on 11/16/2015. I followed the instructions, disabled/blacklisted nouveau, and installed the driver. Now the boot process is stuck when trying to start Gnome Desktop. I got around it by booting to multi-user.target and running startx. I also use KDE but cannot get to it using this method.

@Saravanan - That is not an answer and you would have to ask Nvidia as they are responsible for development of the closed source driver.
