Hello and welcome to Fedora.

What is the problem you're having, can you describe it with more detail? Also, in which way it is related with Fedora?

UPDATE (based on OP's answer): Ok, now I think I understand what you're asking :) In GNOME Shell you can either make a window full-screen (which in some cases will trigger the involved application to show a special UI according to it's new size and role) or use an extension to make the top bar hide when a window is maximized. There's even a nice extension called 'Pixel saver' that instead fully expanding the maximized window will try to remove window's frame by sending it's control buttons to the top bar. Please check GNOME's extensions website for the right extension for your needs: http://extensions.gnome.org
