Hello, I just using LibreOffice Writer to write my project,then I realized, I need to use sepcial char everytime like "Electric Symbol" "Ohm" like that and I want add shortcut for it also add to panel for quick access. Is that anyway for this ?

Download and install the following Libre Office extension:
http://libreoffice-na.us/English/add-ons-extensions/ComposeSpecialCharacters-2.0.10.oxt
Then restart your writer (may not be necessary), select Insert menu then Compose Character... and follow the instructions on screen to create your own shortcut.
I would have attached an image to explain it better but my karma (37 at the moment of this writing) still doesn't allow it :(
