While trying to install anything through DNF, I will either end up having a timeout error, or a error that says I "encountered the end of file". I have therefore not been able to install anything through the terminal, and "Software" isn't working properly either.
What is the problem? Unfortunately, I cannot change my DNS as outlined in an answer to a similar question, and am therefore looking for another solution.

It sounds like you have some network connectivity issues with the repositories your system is attempting to use. You might try this to resolve that issue:
1) Enable fastest mirror determination in dnf:
$ sudo vim /etc/dnf/dnf.conf
#Add "fastestmirror=true" to the bottom of the config file's [main] stanza (which should be the only stanza present by default)
:wq
2) Clean out your metadata so you can start fresh, with a brand new determination of the fastest mirrors available for your use:
$ sudo dnf clean all
Cleaning repos: fedora fedora-steam updates adobe-linux-x86_64
Cleaning up Everything
3) Perform an upgrade and observe the fastest mirror determination. Hopefully, this resolves your issue:
$ sudo dnf upgrade
determining the fastest mirror (79 hosts).. done.
