To solve your problem you have to do just this :
Sign in as root User :
$ su -
password
# yum install ucview
# touch /etc/modprobe.d/uvcvideo.conf
# echo "options uvcvideo nodrop=1" > /etc/modprobe.d/uvcvideo.conf
Thats all !!! and Now your Webcam will WORK successfully.
For making your webcam work you don't require any programs to download. If you have a laptop an sure there is webcam along with the laptop.Take a proper look at it and am sure you will be able to use your webcam.
