Sort order on Gnome-3 or netrw

Seems like Gnome 3 controls sort order for Nautilus File Manager, terminal ls, and applications' select file-to-open interface. Gnome 3 sort order is alphabetical first, lower case second:

a
A
b
B
c
C

netrw (file manager) sort order is lists all uppercase first, alphabetical second:

A
B
C
a
b
c

Each sort order has it's advantages and disadvantages. Either sort order is fine with me, as long as it's consistent across my system. Is there a way to change netrw or Gnome to use the same sort order as the other?
