Usually, there is no single "best" application to perform a given task. It's up to you to choose, depending on your preferences, features you require, and other factors. but i give you a feedback...
IRC is a vital part of participating in the Linux community, but choosing an IRC client can be a daunting task for new Linux users. If you're ready to start jumping into IRC, but not sure which client to start with, we've got five great clients to choose from.
Pidgin and empathy are not an IRC client. Well, it's not exclusively an IRC client. they are actually a multi-protocol IM and IRC client that handles pretty much any instant messaging service you want to throw at it. And this is why are my personal list of clients.
For users who communicate with co-workers over IRC and IM, those are the best solution because it doesn't require maintaining two programs. they may not have quite as many IRC-specific features as some of the others, but it's a solid IRC client and is very user friendly. they gives you the ability to either integrate your IRC conversations in the same window as your conversations on IM networks or to separate out conversations into multiple windows.
Irssi is the self proclaimed client of the future and my favorite IRC client. Irssi is a terminal based, feature-rich, highly configurable, themed environment with support for Perl scripts. The project website hosts a large variety of themes and scripts that can be used with Irssi.
I've been using Xchat for years and love it. I even bought a Windows license so that I could use it there as well. It's just a great client that's lightweight and does basically everything I need it to.
if you use KDE you may tried Konversation is a graphical IRC client for the KDE that supports multiple identities and theme support for nick icons.
If you use KDE, then Konversation or Quassel are good options because of their good desktop integration.
