hello guys,

Many packages are built for fedora, but not for epel. Why is that? if rhel7 is based on fedora19, why not build all fedora19 packages for epel? I lack of many important packages on my rhel servers.

Not every Fedora package maintainer has an interest in RHEL/CentOS. It is upto to the individual maintainers to decide whether they also want to volunteer to maintain a branch for specific versions of RHEL. There might also be technical reasons that makes it not easy or possible (library compatibility, package dependencies etc). You can either request the maintainer or volunteer to do it yourself.

It is entirely possible for you to maintain just the EPEL 7 branch for a package and not be involved in other branches if that is what you are interested in doing.
