Update - end of 2016. It took me long time, but NetworkManager-sstp is a part of the official package repository for Fedora 24+.

You are lucky because network-manager-sstp has been recently updated by enaess and currently supports NetworkManager 0.9.10+ which is available in Fedora 22. There is a package review request ongoing to make it part of the Fedora official packages repository, but in the meantime you can use my unofficial repository created using Corp.

Just add the repository: dnf copr enable szpak/NetworkManager-sstp

And later install required package(s): sudo dnf install NetworkManager-sstp-gnome
