Error 404 means that the file you're trying to download doesn't exist. Possibly there's a typo in the link, but in any event, there's nothing you can do except notify whoever runs the website if there's a contact address. In any event, the fault isn't at your end.
Using whois fedoraproject.org
reveals, among other things, that the Admin email address is domainadmin@redhat.com . If nothing else, an email there will be forwarded to the right person, probably the webmaster.
WHOIS records aside, there is a functional webmaster AT fedoraproject.org
address that would be a better point of contact. Also keep in mind that if you're downloading an ISO, you're almost certainly being redirected to a mirror, and the 404 is not from fp.o, but the mirror site.

If you're attempting to download Fedora 22, note that it hasn't officially been released yet and some mirrors will be still syncing up. That's probably why you're getting the 404.
