how to solve "cannot create or remove an entry for the specified session" in fedora 19,20 images?

Hi all,

When i connect a console manager in fedora 19 or 20 server,it asks login user and password and then shows cannot make or remove an entry for a specified session and then session gets closed.

When i comment all statements in /etc/systemd/login.conf except NAutoVTS=6 and then get reboot it ,it just working fine.

Which means what service i need to start ?

already sshd service,consolemgr service,network service are up only did i need to start up any other service whether we need any modules_dep services?

Help me out in this.
