What repositories are you using? Can you post the output from yum list telnet-server? I see a package listed as available: telnet-server.x86_64, 1:0.17-58.fc20.

The Fedora 20 telnet-server (assuming that's what you installed) uses sytemd service units to manage the telnetd service. To enable it, run systemctl enable telnetd.socket and to start it, systemctl start telnetd.socket.

I wonder if he has installed the proper package given that he claims yum cannot locate the telnet-server package which should be readily available in the standard Fedora 20 repository..

Tiger, perhaps you need to explain what command you are running and what errors you get. You aren't making any sense.

You're looking for the configuration for xinetd. You don't need xinetd. The answer talks about telnet.socket, so look at that:

$ cat /usr/lib/systemd/system/telnet.socket
[Unit]
Description=Telnet Server Activation Socket
Documentation=man:telnetd(8)

[Socket]
ListenStream=23
Accept=true

[Install]
WantedBy=sockets.target
