Pulseaudio stops when in TTY with different user

I would like to configure pulseaudio so that I can listen to music played from the X session of mainUser when I am logged in with a different user (lets say otherUser) on some tty (lets say tty3). I would also like to be able to hear some audio that is played by otherUser in the same time.

I found some solution that would allow otherUser to connect to the pulseaudio server of mainUser here. It was working fine on Fedora 19, but after I updated to Fedora 20 this solution did not work properly. The problem is that when I switch to tty3 the sound stops. When I switch back to the X session, I hear the sound, even if it is played by otherUser. I came accross that article, which says that polkit is doing this and that I need to run sudo polkit-action --set-defaults-inactive org.freedesktop.hal.device-access.sound yes. I can't find polkit-action and I don't know have anything like org.freedesktop.hal.device-access.sound in /usr/share/polkit-1/actions and I couldn't find any package that would provide it.

Any help will be greatly appreciated!
