An Application wants to access the keyring 'Default keyring', but it's locked

I always see this message when first login and have to type login password again. Is this Application Google Chrome? How can I make the keyring unlock itself?

Use the 'seahorse' command to pop up a gui to work with keyrings.

I know I had that same problem caused by Google Chrome. I made a note about a year ago that I used seahorse to delete the keyrings in ~/.local/share/keyrings/ to solve it.
