I just update my kernel and I got this BUG: Soft lockup - CPU#0 stuck for 22s! I can't boot my computer with kernel 3.13

Does this mean CPU hanging? As even I am experiencing it after updating.

For me, the mouse still moves but sticks and moves and no action is performed.

I thought it was GNOME 3.12 bug as I updated to it.

You did not provide a whole lot of information. However, you problem might be linked to this kernel bug:

Bug 64891 - [snd_hda_codec] BUG: soft lockup - CPU#0 stuck for 22s (when using vgaswitcheroo)

At this point your best option is to boot with the latest working kernel and wait for the bug to be fixed.
