A person who has signed the CLA is a member of the CLA group. Any group other than CLA group and the group "Signers of Fedora Project Contributor Agreement" is a "non-CLA" group.

If you came here from Fedora Wiki that says You need to have at least CLA+1 (group)then you need to login to follow the instruction to sign CLA, see list of groups in the menu on the left, and join some that accept members - see for info.
