How to install this file in fedora
I have formated the whole system and freshly installed fedora. Reliance chip set step by step instructions are welcomed

It's a zip file. You cannot install a zip file in Fedora any more than you can in any other operating system.
Did the publisher of the file give any instructions about how to use its contents?
What files are in the zip? The file is 24MB big, so it must contain a substantial amount of stuff. If you can say what's in it, the volunteers may be able to assist with installing whatever it contains.

Can you give us more information about this file (i.e. what is it used for?) so we can provide a better answer to your question.
If this is a Dailer for a USB modem, you probobly don't need it, as NetworkManager will manage the device for you. In some cases you will need to find the uniq string to swich the modem from a usb storage to a modem.
Network manager works well.. My main question is that how can i disable broadband mode.. i just want networking
