In general, all the software that you need is available either in the Fedora or RPM Fusion repository and you should stick to them over using tarballs. In the offchance that you have to install software from tarball, refer to How to open a tar file?

Added to what was said. The default installation package fedora is RPM, if you intend to install programs you have three methods. 1 You can use the Fedora package manager the "Software" 2nd You can use the command yum install (name of software) to install packages from the internet. 3rd You can use the command rpm -ivh (package name) to install rpm packages you have on your computer.
