We cannot know how safe each third-party repository is.
How official repository are safe ? This is only about confidence you put into the project.
About RPMFusion, most of the packages are maintained by fedora contributors, and the same Guidelines apply. This repository exists only to provide packages which are not suitable for official repository, because of patent legislation (in rpmfusion-free), or because of license (in rpmfusion-non-free).
So, I think RpmFusion is a safe repository, and I'm confident with the work done by its contributors.
If you're not convinced, you can always build your own rpms.
