This is generally not a good idea but if you want it, you can symlink .cache/google-chrome to /tmp which is backed by tmpfs which stays in RAM unless you run out of memory forcing it back to disk.
rm -rf ~/.cache/google-chrome
ln -s ~/tmp/ ~/.cache/google-chrome
Note that you will use lose this cache everytime you reboot.
