One hint to your issue.
SDHC card reader not working
If SecureBoot is enabled, then I believe the Fedora kernel will expect all kernel modules to be signed. The key used for signing the modules in the Fedora kernel is private, so this key cannot be used for signing third-party modules like rts5139.
You have two options that may fix your problem:
Disable SecureBoot altogether.
Pass "enforcemodulesig=0" to the kernel command-line via GRUB.

From the output it look like you are using a 4-port usb 2.0 hub. You must use a 4-port usb 3.0 hub for the ext hdd. If you have a usb 3.0 port on the computer. Then disconnect the ext hdd from the 4-port usb 2.0 hub and put it directly in the usb 3.0 port. From the output the ext hdd looks usb 3.0 capable.
From looking at my lsusb it show your ext hdd is using usb 3.0 if you are only using lsusb to determine the device that is using a certain usb port. Your LaCie, Ltd P'9220 Mobile Drive is on Bus 004 and your Linux Foundation 3.0 root hub is on Bus 004. They are the same port. Which is using usb 3.0 lsusb registers the device and then the next device below it tells the type of usb connection. You can test this for your own. By taking out the ext hdd in usb 3.0 port and placing a usb 2.0 device in it place. Then run lsusb and the bus for the device will be Bus 003 Device 003 probably.
