Is RHEL,UBUNTU,SUSE linux kernel code available online?(open source) Can anyone provide document about the same.

RHEL SRPMs - http://ftp.redhat.com/pub/redhat/linux/enterprise/6Workstation/en/os/SRPMS/

From this you can extract the source tarballs. If you are already running RHEL, you can also download using yum (yumdownloader).

Same applies for Ubuntu (apt-get source package) and SUSE. Just look up using google for their respective source servers.

If OS code is made available then hackers can easily identify the loops holes in OS. Is entire RHEL/SUSE code made available? Is available source code is of latest OS or they publish older OS's code?
