Cannot find curl and wget config files

I am trying to learn how to create my own RPM's. Well I need to turn timestamping on in either wget or curl (not sure which one I will end up using because I am not sure which is better). However I cannot find .wgetrc or .curlrc. Can anyone point me in the right direction?

You need to create these files in your home directory.

In my case, I use wget for my RPM packages, so to turn timestamping on permanently you have to create the following file:

$ echo "timestamping = on" > ~/.wgetrc
