cinnamon theme not working

i have cinnamon installed but i cannot move the panel from the top to the bottom .i have cinnamon settings but they do not seem to work sorry thought i had better a bit of info in :fedora 18 . i have gnome tweak tool,cinnamon.i686 ,Intel® 865G help

In cinnamon settings, under Panel, choose one of Classical, Flipped and a third option and see whether that changes panel position. By design that should help you change the position (after restarting the cinnamon session - Alt+F2, 'r' followed by hitting the enter key).
