I created an account just so I could agree on a correct answer and it says I need more points to "up vote." When clicking help, it says nothing about a point system. Seems I gave my personal information should be enough. hmmm
If the site allowed new users to post links, it would be flooded with spammers who'd create accounts, post off-topic posts with spam links and never come back. This way, you have to stick around for a little bit, ask some questions and, if you can, answers or comments on other questions before you're allowed to post links. It's a way of making you earn your credentials.

For many forums and help sites, the people that spoil it for everyone else are those that sign up and dump lots of spam without contributing to anything. You're clearly not one of those - so have an up-vote from me and hopefully that'll give you enough karma to vote the way you want, or at least get you on your way.
