If you are missing the codecs, then you can a look at Fedora Utils. This lets you install codecs and additional software that Fedora doesn't want to ship.
If you are looking for specific a media player (e.g. VLC), then you can install the free and nonfree repositories from RPM Fusion. With these repositories installed you can use yum to install a media player like VLC.
Preferable you would do both to have your favorite media player available that can play almost all media content.

What DE are you using? Is your default player Totem? And what does mean "decode the default player"? Are you missing codecs?
