How to change window border on Fedora 19

When I installed Fedora 19 I found that the window border of everything is gray, and I cannot change, although I changed the shell theme
Gtk+ themes manually installed by me in ~/.themes
work fine, but window borders don't.
To fix this issue, I needed to create a symlink of ~/.themes
in ~/.local/share
:
$ ln -s ~/.themes/ ~/.local/share/themes
Using gnome-tweak-tool
I can successfully change and use new Gtk+ themes and window borders installed in ~/.themes

The problem could be solved downgrading gnome-tweak-tool in F19, i.e.: yum downgrade gnome-tweak-tool

Have you installed new themes? Are they stored in
~/.themes
?I installed theme in /usr/share/themes Everything is change but window borders
