How to show gui login screen on display that is powered on ?

Facts:
Dual head Nvidia card, with the nvidia driver.
Display output 1 primary connects via DVI to is a PC monitor.
Display output 2 secondary connects via HDMI to a digital television.
Linux 3.10.10-200.fc19.x86_64 #1 SMP Thu Aug 29 19:05:45 UTC 2013 x86_64 x86_64 x86_64 GNU/Linux
Bios boot, grub, startup fedora ballon and logged in desktop show on display 1.
GDM login screen shows only on Display 2.
Display 2 is powered off, but physically connected; I understand this means EDID will be queried and returned.
Question:
How to set Fedora so that the GUI login screen always shows on display 1 ?
Or at least a powered up display ?
