I can not find the preferences or settings in the fedora 19 file manager. Therefore I am unable to set the default behavior to "Open with single click".

Assuming you installed fedora with a gnome desktop (default), you can find the setting when you open a file manager window, then click on Files in the Top Bar (total top, almost left on your display) from there

Preferences --> Behavior --> Single click to open items
